The children of welfare recipients are still the responsibility of the welfare recipients. This is an excellent incentive for parents to practice the minimal parenting skills.

Further, once children get the idea that their family may get money NOW if they perform in school, maybe it will discourage them from skipping school to go into the workforce to "provide for their families."

Yeah, the deadbeat parents will beat the kids silly and blame them when the parents are at fault. Make the parents responsible, not the kids!

Their burecratic existence tends to feed themselves ineffiecency.... But yeah I don't think it's a good plan to connect the grades/benefit. Now drug testing to get the benefit might be a better idea!

Yeah, I can see that more than grades. But still, I wouldn't want the kids to not eat because Mom keeps shooting heroin. Of course, at that point the kids should be in foster care, as much as I hate foster care. But I wouldn't put kids in foster care over the parents smoking some weed. There lies another debate.
