Their burecratic existence tends to feed themselves ineffiecency.... But yeah I don't think it's a good plan to connect the grades/benefit. Now drug testing to get the benefit might be a better idea!

Yeah, I can see that more than grades. But still, I wouldn't want the kids to not eat because Mom keeps shooting heroin. Of course, at that point the kids should be in foster care, as much as I hate foster care. But I wouldn't put kids in foster care over the parents smoking some weed. There lies another debate.
