Eucalyptus oil *nearby* but don't let it touch him. I'd always drip it onto a washcloth then set that in the windowsill, or on the bed beside the baby (but..my babies slept in bed with me).
Humidity. If he gets to where he can't breathe, head into the bathroom and run the shower as hot as possible. The steam usually helps.
You can also put a pot of water on to boil and put a few drops of eucalyptus oil in that, you won't want to use the pot for cooking again though. It'll make the whole house smell yummy.
I really love eucalyptus oil. I'm 100% sure it's kept us out of the ER more than once. I use it even now for the kids, and myself, when we get all stuffy and can't breathe.
I think I remember seeing a menthol ish baby bath or lotion? I'd check with someone who knows more than I do before using it on such a tiny baby, but that might be beneficial too. Even if you just put it in some water so the vapors are hanging around.
