Even if there were no validity to the charges he is now "marked" because of suspicion. Whether the system is perfect or not it does try to address the issue in such a way that the accuser must be willing to put in writing their accusation. For the most part, I believe it works the same way in the legal system.
If someone had a detective follow him around for a few days (unbeknownst to anyone) and nothing happened, then he is exonerated. There is no cause for lingering suspicion.

Police follow up on anonymous tips all the time... They don't go to the person in question and ask them if its true (unless they are trying to shake them up). They often gather evidence before they tip their hand that they are looking.

Warrants are only necesary when they become intrusive and go into people's houses etc., certainly not for merely following somebody around.

I would guess that it shows them that they should deny their own needs and just try to satisfy men....which is never a good thing when her needs are not being met at all.
