In Mt. 28:19 the command was to Go, TEACH, baptize how can you teach without saying something with your mouth???? We TEACH when we baptize converts in the Name of Jesus Christ for the remission of sins we are vocally TEACHING them what we are doing!!!!!!! Thus obeying the command.
In fact ... in the Hebrew tradition ... the baptizer ... was a witness to the baptism .. and did not necessarily enter the water or do the dunking ... SOME MUCH FOR THAT TRADITION ...
