The article claims DST being early will bring on traffic lights not working, coffee NOT made (got my attention until I remembered I don't have mine set for auto brew), and all sort of chaos like Y2K.
what I dont understand about this traffic light thing, is that all it will really do is delay programming for 1 hour.
traffic lights that are set on timers to adjust for traffic flow, may be delayed by one hour in changing for morning traffic patterns so you might have some small amount of delay but it wont shut off the lights. that is silly and clearly not written by someone who understands traffic lights.

I have to drive 35 miles from my house to even FIND a traffic light. We have the metal STOP signs here. At least the worst we have to worry about with those is the fact that rednecks here steal them or plow them down with their dune buggy-- and we have to call in and have the highway dept come out and replace them occasionally.
About the worst thing I see happening that might affect me personally is my computer won't reset the time itself, and I'll have to manually reset it this year.
Remember to set your clocks forward one hour this Saturday. DST is starting two weeks earlier than usual. Thankfully it has been changed, usually they do it around Easter time.
