If you observe an older man who has no hair, does he look unnatural or just like an old bald man?
(no offense to you testosterone-fueled chrome domes out there)
If you observe a woman who has no hair, it looks unnatural. Your first thoughts are along the lines of 'burn victim' or 'chemotherapy.' And her first thoughts are to get to the wig store.
It is in a woman's nature to care for and attractively arrange her hair.
It is in a man's nature to ignore his hair, or keep it out of his way.
It is unnatural for a man to consider his hair to be an important part of his public presentation of himself. Most men look at Grandpa and realize that they had better not become too emotionally involved with whatever little hair their creator has been bestowed upon their heads, for this, too, shall pass.
From the dawn of time militaries have recognized the disadvantage of long hair in combat, and have proscribed short hair on soldiers.
In many cultures, men with carefully arranged or longer hair are/were prostitutes, homosexual, or both.
Say what? What do you mean it's unnatural for men to consider his hair an important part of his presentation? If this were true men's products, such as brylo cream, vitalis, etc., would not have a market. Yer funny!

Maybe I meant unmanly?
I don't know.
American culture nowadays, regarding men's hair, is a bit of an anomaly. Madison avenue has figured out how to get under the skin of today's generation of men and make them sensitive about their appearance and willing to "pamper themselves" with products.
You have reminded me of the time I heard a southern talk show host (Phil Williams, if you care) take the position that real men don't use "products" in their hair, but then he immediately ammended his position to be: "Real men don't use any more than one product in their hair."
I can see his point. Sometimes it's tough to schedule time to get a haircut, and you don't want to look like an escaped mental patient. Even if that is, indeed, what you are.
I'm not really the best person to expound on this particular point, since I have taken the route of "if you can't beat nature, join it" and keep my hair cropped so short that there is no drying or combing to be done with it.
My main point in all of this is that by nature, men can and often do go bald, and the sight of a man with no hair draws no natural reaction in the eyes of humanity. Women rarely go bald or have their hair thin, and the maintenance of their hair as an adornment is the norm rather than the exception.

"They who would give up an essential liberty for temporary security, deserve neither liberty or security." - Benjamin Franklin
This has been a question I have pondered since nature seems to actually show the MALE of many species being the "colorful" ones. Obvious examples are peacocks, most ducks (and many bird species) lions, and many others.
Is he not the one who had never had his hair cut? Are you actually trying to suggest he never had his hair cut and it was still short?
Actually, he's the one that never had a razor come to his head, if you read the book of Judges you would see that. Just so you know, there is a difference between a razor and scissors.
Men and Women are made different in appearance. So it's quite natural that men have a differing length of hair than a woman.
I wouldn't want my wife to have a butch haircut.
Besides Long Femine hair attracts men.
