There are three categories of apostles. (This is just my opinion.)

1. Jesus is the Chief Apostle

2. The fourteen apostles who had personally seen Christ.

3. Apostles today, who are set in the Church first, because they are the first ones to get there with the gospel. They start churches and then turn them over to Elders and Pastors.

This is my opinion)
One does not necessarily stand in the office of a prophet, just because he is used in the simple gift of pophecy.
Those who stand in the Office of a Prophet, must be annointed of the Holy Ghost, (as Jesus was. Matt 3:16). A prophet must operate in at least one power gift and one knowlege gift, plus the gift of discerning of spirits, (which is the ability to see over into the spirit world, as the Spirit wills.)

I don't believe that an apostle was a "church starter" even though they would have certainly started a few.

It appears to me by the very existence of the majority of the New Testament that the apostles were bishops among bishops.

The apostles were those that local leadership went to when there were questions that they needed counsel on.

The apostles were those who were leaders among leaders...

The majority of the NT consists of writings from the apostles to various churches throughout the known world admonishing them in one way or another or answering their questions.
