Not in the slightest. But it is done to all races.
If I see 3 or more black men walking my way, I can usually tell by their body language and vocalizations whether or not I need to distance myself. That is from years of experience. To turn off that instinct simply because someone may consider it to be racist would be absurd.
If I see a white male between 20-40 years old with a sort of blank look on his face walking through a residential neighborhood near a school, I get nervous.
If I see a group of Arab looking men waiting to board the same flight as me, I spend the remainder of my time waiting to board observing their every move and praying in the Holy Ghost, looking for an inner peace that all will be well.
Policemen have to be street wise. They have to be familiar with the people where they are patrolling (customs, habits, culture, mind-set, etc). But that should never be abused to bother someone simply for their ethnicity. .
