He didn't intend for sequestration to happen but it did. He planned the sequestration to be so bad that the Repubs would not allow it to happen.
The Washington Times has already stated that the sequestration was Obama's plan.
Boehner penned a piece in the WSJ calling sequestration "bad".

I believe we're stuck on semantics. The sequestration was not obama's idea, it was the idea of Gene Sperling who was the National Economic Council Director. Sperling proposed it as a way to get Republicans to give obama all he wanted in the BCA of 2011.
And yes, the Republicans didn't like the sequester at first, because the sequestration only cut federal agencies and defense and military spending, the Republicans were reluctant but agreed to it, hoping they could get obama to keep his word and pass a balanced budget amendment. But true to his character, obama reneged on his promises, and instead of getting a balanced budget bill, where cuts could be done right, this was a scorched earth type cut. Shockingly none of the Democrats pet programs or social services were included in the sequestration.
