LA is the only place extras are unionized. There are some low budget non union films that get around that but any major film or TV show like Desperate Housewives is Union all the way.

There are exceptions for contest winners, friends of producers, etc but the vast majority of extras in LA are union by rule.

According to Wikipedia they can use non union extras after using a certain amount from the union. I considered becoming an extra when I lived in Hollywood, but decided against it because it's too unsteady of an income. A fried of mine did a Toyota commercial though. If they national you can make a good amount of moolah.
