The question, as we all know, arises from the Wilson "You lie" outburst, and the core claim that notwithstanding specific bill language barring illegal immigrants from participating in the "exchange," as a practical matter, there is no way of verifying the citizenship of applicants -- which is the current state of play. Republicans say that then means illegal immigrants would end up being enrolled in plans -- bill language or no bill language.
Today, for the first time as far as we know, the administration is backing a provision that would require proof of citizenship before someone could enroll in a plan selected on the exchange.

Pro-Life Congressmen and Planned Parenthood Agree: Health Care Bill Funds Abortion

In his address to a joint session of Congress on Wednesday night, President Barack Obama said the health care plan he is pushing will not provide federal money for abortions. But pro-life congressmen and Planned Parenthood agree that abortion would be covered under the plan under an amendment sponsored by Rep. Lois Capps (D.-Calif.).
In a Sept. 3 article on the “Daily Kos” Web site, Planned Parenthood Vice President Laurie Rubiner explained that the Capps amendment mandates that at least one insurance plan offering services to federally subsidized insurance purchasers must cover abortion. Rubiner described this as a compromise with what she called “anti-choice” groups. But the fact of the matter is that the amendment—even as described by Rubiner—mandates that people buying health insurance with federal dollars be able to buy abortion coverage.

Years earlier on the House floor, a representative from Vermont attacked a colleague from Connecticut - also with a cane - only to be attacked himself with a pair of fireplace tongs.
And then there was the 1838 pistol duel in which William Graves of Kentucky shot and killed fellow congressman Jonathan Cilley of Maine over words spoken on the House floor. (He wasn't even expelled.)
Given those breaches of congressional protocol, it would seem that a mere shout of "You lie!" from a 21st-century South Carolina congressman would be small potatoes. Especially when compared with a global tradition of brawls, scuffles, hurled insults (sometimes fruit, too) and other mayhem in legislatures around the world. http://www.cnsnews.com/news/article/53924
