You will find that many companies have to interview several different groups of people, in order to stay within the law, but (can or only) looking to hire a certain group to keep the playing field level or unlevel depending on the company.
I worked for a company once that only hired men, (to work in theplant) yet they would interview women, but never hire them. Not cause they could not do the job, but because of several reasons. The company did not want women there. One put up a fight and they hired her. First women there (in the plant).

I'd say a company will hire a person that can best to the job, an employee that will add to and promote a wholesome atmosphere on that job, and give them the best bang for the buck. Yes, the more you can be confident and negotiate your skills the better. If you come in as a victim, I assure that you will collect victim wages.
