I think God really does not care! People are sheep, they are subject to Government because they allow it, don't fight for what is right, FREEDOM! Even Jesus stood against the government of that time!

And Samuel said unto the men of Israel, Go ye every man unto his city.
And although God gave them the desire of their hearts many times, He sent
leanness to their souls.
It it always good to seek God's Will. What He desires, as He knows what is best for His people. God gives His best to those who leave the choice with Him.
And God told the Prophet Samuel to anoint Saul, after Saul's disobedience, God took the anointing from Him. Samuel grieved and God did not like it. He told Samuel that Saul have not rejected him, but had rejected God.
When we do not seek and submit to God's will, we will be the loser!

In light of Romans 13, it seems that God is putting Obama into office, and it doesn't seem to be a case of giving us what we ask for (by vote) even though He wants something else for us. "For there is no authority except from God, and those that exist have been instituted by God." "For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer."
Some people were praying for Obama to win, some for McCain, some for God's will to be done. Which prayers (if any) affected God's actions (if any)?
