I was just reflecting myself, when we went through our own issues with church conflict, we didn't get all those in our favor through the membership process, yet when they wanted to run us off, every tom, dick and harry who had not darkened the door of the church in a while showed up.

I guess my point is make sure that all members are up to date with the qualifications of membership and purge those who are't in a timely manner.

Just make sure all the members are qualifying member, and purge your membership roll if they aren't, also make sure new members are enrolled (often them most loyal to the new pastor), or it will come back and bite you, I know I have been there and done that.

If they have documented proof of any monies they have given into the church that year the legal system counts them as members and they can prosecute if they want. They have a vested interest.

We recently went through this kind of process as we were trying to bring our church back into compliance with the by-laws and bring the church back into the Assembly of God (not that we had ever formally left it but our former pastor was trying to pull us away from the AG). We made everyone who still wanted to be members go through a membership class and complete an application for membership that had to be approved by the church board. I'm still trying to get the pastor and elders to comply with the Bible by replacing the church board with elders, since there is nothing biblical about church boards and there's no reason elders can't perform the functions of the board.

Bro Chan, how much say should the church body have in the appointing of the church board, in your opinion?
