I will have to go back and read the resolution, or better yet, my new manual is nearby. As I recall, as long as the minister is not put under question by the district in which he left, he is able to preach anywhere in the UPC. If he is put under question, preaching him would be a problem.
As someone who values his "independence", I would find it insulting to have a board tell me I could not preach someone if he was not under question. If he was officially under question, as one who has agreed to abide by our bylaws, I would not preach him.
Doesn't mean I would like it, just means I would abide by it!

Thanks for the clarification. However, if that is the way it has been worded then there is some confusion out there. From what I was told was that if the minister left UPC they would have to have the District Board approval to preach. For example....if Suber was to preach at Calvary Tabernacle in Indianapolis, he would need to have the approval from the Indiana District Board to preach in Indiana.
I would like to see the wording on that....for clarification purposes.

I did read it after posting. I also see where the error in understanding was. Follow my next few lines...
Hypothetically speaking, let's say J Suber is taking the church that another thread mentioned, and instead of re-licensing with UPCI, he remains "out of the mother-ship". Now, this next part is really, really, really hypothetical, because J. Suber doesn't even know I exist, I am sure, but suppose, for a moment, he would issue me an invitation to come and preach for him. With me holding a license, and J. Suber not, I would be required to contact the district he is in, and either find out of he is under question or obtain permission to go.
As a UPC pastor, if he is NOT under question, I am under no obligation to ask anyone if he can preach for me.

I love bro.Suber and his ministry I don't care what card he holds,he is a blessing and really helps to edify and builds peoples's faith.
I would love to hear him again.

My understanding has always been what SoCaliUPC expressed. There is no probelm with an unlicensed preacher preaching in a UPC church EXCEPT in the case of a preacher who has left the UPC.
In that instance I was always told that the host pastor must have permission from the district and that there must be no objection from neighboring UPC pastors.
I could be wrong of course and perhaps it only applies the other way around, to UPC preachers preaching for exUPC churches / pastors.

As a pastor, I am allowed to have anyone preach for me. I need call no one - UNLESS, someone were indeed UNDER QUESTION, which someone told me, Louisiana did not put J Suber in that category. If there was indeed a circumstance where a minister was under question, I would indeed be foolhardy to preach him as it would indeed violate the manual.

Could a person who have never held UPCI license be put in the under question catergory ?
