According to scripture, there were good, repentant, water baptized folks that Philip had preached to down in Samaria. He had had a healing deliverance revival, and they were believing in Christ, as they went on and got baptized.

BUT they had not received the gift of the Holy Ghost, for he had fallen on none of them until the Apostles layed hands on them.

Act 8:17 Then laid they [their] hands on them, and they received the Holy Ghost.

So much for automatically receiving the Holy Ghost when you "trust Christ" and repent. These folks believed in Chirst (Acts 8:12) and were water baptized in his name, but did not receive this gift of the Holy Ghost. (Acts 8:16)

There are different receivings. What I received when I repented wasn't the same as what I received when I received the Holy Ghost but both "receptions" were life changing events.

Nawww........ they didn't receive anything. I mean, they believe on Christ and get water baptized but are still dead in sin and trespass and spiritually unregenerate. Yep.
