You're right scripture does interpret itself ... but you point to Acts 2:38 as the scripture it points to ... yet Peter ... does quote THE PROPHETS ALSO ... when examining this rebirth ....

I thought we were buried in baptism not born....
Baptism is in likeness of Christ death....
The new birth comes in the likeness of this resurrection through the Holy Ghost...
