Insufficient complaints are kicked back to the complaining parties, who must submit another draft.
If this process is not followed — if, for example, there is only a verbal complaint — the district cannot open an investigation. Without evidence of a proper complaint, no UPCI officials can open an investigation. And if Texas District Superintendent Danny Russo says the district isn't interested in New Life Tabernacle, there is nothing that can be done at the national level.
General Superintendent Ken Haney politely explained this after he popped into his Tampa Marriott hotel room for a lunch break between board meetings.
"I'm vaguely familiar with that," Haney says of the rift at New Life. Unfortunately, the UPCI's bylaws prevent him from attaining knowledge beyond the level of "vaguely." His hands are tied.
"Was there a complaint properly filed?" he asks, later adding, "It is my opinion...that perhaps a complaint was not properly filed. If it is properly filed, of necessity, they have to make an investigation."
And what if a complaint is properly filed, but there's a conflict of interest between the district superintendent and the minister in question, and an investigation is never opened? Does the whole thing evaporate?
Haney assured the Press that it wouldn't.
"There's too many voices," he said. "In other words, there's too many other churches in that area with pastors that would lend themselves to complaining about it and something would have to be done.
Not satisfied with the bold proclamation that "something would have to be done," Haney added that "things will be addressed."
On so many levels, this disturbs me.
I guess I've seen too much.

I know of a couple that the pastor made sexual advances toward the wife for years. They eventually left this very large UPC church and and went to another UPC church. They confided in their pastor who took it to the DS. The DS requested the couple call him.
The couple called the DS who said write it all down and mail it to me. The DS got the letters and forwarded them to the presbyter. The presbyter was the preacher's best friend. Nothing ever came of it.
The pastor was caught by the mother of another young woman. All of these people ended up moving out of this state because UPCI would do anything about the matter.
The couple has managed to stay married over 20 years...thanks to their love and dedication to God. But many do not survive these situations and they are more common that any of us want to realize!!

The problem comes when the infallability of the pastor supersedes any possibility that they can do wrong. Even when the biblical commandment of of having two or three witnesses is followed.
Case in point from the article, there were at least three girls who were victimized, yet apparently three victims does not count as three witnesses in the eyes of some people.

Absolutely, but still kind of strange. It may be something that some families do but for a new married couple to have a kid that age in bed with them seems very odd to me.
There were other things I picked up on that I thought seemed strange too. Nothing terribly overt, just some of the statements made, etc.

Well, think of it this way - - they were at the wife's parent's house (the pastor's parsonage), so it's not like they were at their home and invited her in there. There might not have been another bedroom available.
