So, if a pastor has 500 local licensed ministers in his church and they are recommended by the pastor, and received by the rostrum committee at the sectional level, they can all vote at GC?

I don't think so.

I think a two year period of NOT voting would be acceptable.

But to charge $25 a head to pay for something NOT related to the vote is insane.

I could care less how much WEC lost due to poor planning for GC. Put them in places where there is interest in actually attending, not out of the way difficult venues. We don't run GC apparently as a business if they are losing money.

Compare Youth Congress to GC ... and see what good planning looks like.

You are obfuscating the point here. I suggest you read the section I referred to and then post.

You apparently don't read, or know how the voting process works.
