Where did Peter say the prophecy of Joel was fullfilled or completed and done with at Pentecost? That sounds strange considering Acts 8 and Acts 10.

Acts 2:16 But this is that which was spoken by the prophet Joel;
17 And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams:
OK, he didn't say "fulfilled" or "completed and done". Just "this is that...". But I've generally considered that when something that was prophesied happens, it's a fulfillment. But you're right. It could have been the start of a loooong-running fulfillment.
Still, it seems that when people today quote Joel, they're even now looking to some future event, the Big Revival yet to come.
