nither the DMV employee, nor the tax office, certainly NOT the POST OFFICE.
The post office is by far the worst. I think they look to hire people based on how incompetent they are. and only promote the abject dregs in their ranks.

The Nashville area DMV office is close to my cell number! When dislectic people dial the number, it comes to my cell! (They dial 14 instead of 41!)
I get 3 or 4 calls a week!
Years ago my grandpa's phone number was one digit different from a local pizza parlor. After a while he got fed up and just "took" the pizza orders! I guess he figured the ensuing confusion and delay at the pizza parlor was the caller's price to pay for their inability to dial the phone correctly.
