I believe that Martial Law would be implemented before a civil war would be allowed to break out in full force.
In fact, I can easily see how political bickering could get so bad that government could be so ineffectual, the system so corrupt, judges run amuck with insanity that a military coup d'état would suspend constitutional government, including all three branches for a period of time...maybe for a great long period of time until some degree of sanity returns to our thinking.
