Today when people receive the Holy Ghost Baptism (HGB) we do not expect the sound of wind and the appearance of fire but we do expect that speaking with tongues will occur at the HGB or soon afterwards.
I've heard testimony that some have seen cloven tongues as of fire since, and I know of at least one occurance of a sound as of a rushing mighty wind.

I believe that it is for a sign when needful. I agree, the baptism is the same otherwise.

Well, I've heard differently.
After Acts 2:38 and 39 comes verse 40 which says
"And with many other words did he testify and exhort, saying, Save yourselves from this untoward generation."

That may be when Peter gave them the list of rules that needed to be followed so they could save themselves by their own works.
