The saints on the other hand should be strong in the Lord and the power of his might. When there is a door of witness dont just tell people not to fear because God is a good God.
He is a good God but he wants sinners to know that he is against sin and that the only way to please him is to believe in and obey Jesus Christ.
So the "fear not" message as it relates to saints at least includes the idea dont be afraid to tell the sinners about God judging the nations as well as individuals.

Yes, judgement is used by God to bring repentance but also goodness.
Romans 2:4 Or despisest thou the riches of his goodness and forbearance and longsuffering; not knowing that the goodness of God leadeth thee to repentance?
