Believe what?
Believes that his/her sins will be remitted in the waters of baptism, and that he/she
SHALL receive the Holy Spirit for eternal life.

Given that faith is an essential component of salvation, then I'd have to say yes. If the baptizee doesn't believe, then they're just getting wet.

How about rewording it:

Is it necessary for the person being baptized to know it is for the purpose of receiving remission of their sins?

Re: Baptism Question

I think if you do it in obedience to the gospel (oh, there it is in the bible, let's do it), there is grace and understanding follows.

Yes. Without baptism and receiving the Holy Spirit, there is not a gospel that saves!
Repentance, of course, is already a given.

Re: Baptism Question

To the genuine penitent baptism in Jesus Name remits sins whether they understand it or not. I always include for the remission of sins but it wouldnt be necessary.

I like it.

There are still many who have been CONVINCED of the need for baptism, but
have been led to BELIEVE that baptism is unnecessary. To those who find
themselves in such a strait, may I remind you of the words of our Lord Jesus:
"All power is given unto me in heaven and on earth: 'Go you, therefore, and
make disciples of all nations, baptizing them..."
