I thought the Admins could decide unilateraly without anyone having to whine - that they could ban someone just from observing posts. Isn't that true?

I am sure they can. But I suppose if someone reports the posts and complains about it, they are more likely to do so. Like when someone complained about my old avatar and I had to change it. If no one had complained it would've been fine.
