I do not know what you are referring to as towards minorities, however from the link above:

"President Reagan doubled the personal exemption, increased the standard deduction, and tripled the earned income tax credit (EITC), which provides net cash for single-parent families with children at the lowest income levels. These changes eliminated income tax liability altogether for over 4 million lower-income families."

The "war on drugs" was started under Nixon and I am not sure what particular Reagan policies you are speaking about.
I support any effort to keep illegal drugs off the street.
