It is indeed socialist. It's the same type of Ponzi scheme that Social security is. The premiums of the healthy are supposed to pay the health care costs of the sick, just as in Social Security the tax on the working is supposed to pay for the retirement of the elderly. Yeah, the latter has worked out just great!
