I'd think anyone who wanted to attend school could do so if the school is receiving Federal Funds, providing:

a) They can accommodate (it's an online-only school)
b) The student meets educational standard (Paces, Homeschoolers and Abeka Books should be okay)
c)The student pays his/her bills

The real question is WHY would anyone want to take a class through them?
