Just at the opening of the doors to Jew-Samaritan(mixed race) Gentile!
He had the keys the power to bind and loose. John was a witness at Samaria and the six brethren were his witness with the Gentiles.

This is heresy ... Acts 1:8 ... says they ALL WOULD RECIEVE POWER TO WITNESSES to these groups ...

Peter understood the Jesus is the Son of God ... the key to entering in ....

Any other interpretation is UNSOUND

Jesus gave Peter the keys and the power to bind and loose. Mt. 16:18.
