An October surprise is a managed news event, designed to effect election results, near the end of the election. At the end of the 1992 presidential, it was the older Pres. Bush against former governor Clinton of Arkansas, and the polls showed Clinton ahead, but Bush catching up slowly but surely. Just before the announcement Clinton's lead was cut to about 1%. An announcement by the Special Prosecutor the Friday before the election, cast doubt on the innocence of Pres. Bush concerning the charges, and his numbers took a nose dive and he lost. Later it was found that the allegations were nothing new at all. Just before he left office Pres. Bush pardoned all those accused by the Special Prosecutor, except himself. He did this because he did not like having the election effected in this way.
Also done by Kennedy in 1962, over the Cuban missle crisis, and here he was no doubt right about going after Cuba, but the timing of it greatly effected our off year elections and saved the Democrats from a real defeat. It happens.
