I don't think a financial collapse in America will change our constitution or our system of government and elections.
Oh Im sure once Martial Law is over with...assuming the dictator that assumes control during Martial Law is willing, we will still be a democracy...but then again Iraq under Saddam was a Democracy......Yeah but what KIND of democracy?

You need to be an attorney to read that thing. It is most likely full of double speak we know not of. We would have to look up to see what the "state" and "governor" is, since it is defined by the stated "order".
