The video position paper is outdated, and it seems as though very few UPC ministers are adhering to the "restrictions."

Shoot Ed, I'd bet wholehearted is the only guy in the organization that crosses every T and dots every I of the antiquated upci manual.
It needs a 21 century revision.....matter fact it needs a 20th century revision too.
