So you agree if God wanted to prevent someone from gaining power an authority, He would. Obama could not be president if God would not grant him the authority. The reasons why God gives the men and women power He grants them is a whole other issue.

I don't agree with this at all. Obama is POTUS b/c America made a stupid choice. I don't believe for one second God was involved in making Obama POTUS or giving him any authority. Rom. 13, I believe is speakign more to the factthat authority in general as an idea and necessity is ordained by God. Not that God places individual men in authority and controls every choice of men.

Even in the case of evil kings like Cyrus and Nebuchadnezzar, God "raised them up" only because Israel/Judah had chosen to reject God repeatedly and they were used as His judgment upon them. I don't believe for a second that God set them up to be kings long before. I believe when judgment time came for Israel, God used the tools already at His disposal. Had Cyrus and Neb not been the kings at that time, God would have used another king and nation to act as His judgment.
