I think he just means that a church that is pro whichever way that has 40 licensed ministers in it and they all go to GC to vote has a up over the home missions minister that can't afford to go to GC to vote.

All licensed ministers should be able to vote.

That's kinda how I feel. If everyone has a problem with the way the UPCI is ran why be a part of it? EIther go someplace else or quit complaining. No one is making you be a part of it.

In some instances I think they can. I think they have to prove their full-time status. My bad.
