Right. The fact that many, probably most, who adhere to the pentecostal interpretation of Acts 2:38, are legalistic does not mean they are wrong about their interpretation of Acts 2:38. I grant you that.
However their whole interpretation not only of that, but of the scripture in general is questionable. But then again people have been believing that for what, nearly hundred years? Sounds legit.

So was Peter legalistic when he commanded Romans to be baptized in Jesus name?
Funny, how in Baptist churches they turn their baptisms into huge planters.

No.
Now he was later on in Antioch when he started to revert back to Jewish customs, but Paul shut that down real quick. Probably manifesting an "argumentative spirit."

The 1-steppers doctrine believes that conversion happens when you believe and confess/repent . They do not believe that all (3) of water baptism and speaking in tongues is required. They do water baptize in Jesus' name and Speak in Tongues. But, they believe that conversion can happen when you believe and confess/repent.
Anyone know of an Apostolic minister, church (UPCI, independent), or any organization that has theology open like this?
Thank You

If they preached that, they wouldn't be Apostolic.

They would not be Apostolic if they taught a Billy Sunday's sinners pray.
James 2:19 Thou believest that there is one God; thou doest well: the devils also believe, and tremble.
You seeking out what you want to hear, and that is why there are over 30K denominations.
2 Timothy 4:3 For the time will come when they will not endure sound doctrine; but after their own lusts shall they heap to themselves teachers, having itching ears.

I was just going to post the same thing: They would not be apostolic.
