That was great politics. What's messed up is that you have all these selfish ministers who came to vote on one thing . . . television . . . and then they leave right after that when there's still business to be done. That showed they didn't care about the UPCI as a whole, they just wanted to protect their dumb little anti-tv rule.
I think the ministers should be required to be present for the whole session, and if it's noted that they only show up for one big vote and skip the rest . . . their votes should be disallowed. Either that, or put Res. 4 at the very last of business; only keep a couple doors open for entry and exit, monitor those doors, close the floor to keep people from coming in after a certain hour, so that way ministers can't skip the majority of the Resolutions and come in right before Res. 4 is opened. If they leave, they're not allowed back in.
