That would be my opinion as well. It takes a push to motivate a change. Ever see some of the old crazy laws currently on the books? Do you know why they are still there? Because they weren't enforced and so nothing pushed people into changing them.

What of the leadership of the GB that allowed it to become law, that is where the real responsibility to prevent such a faulty resolution to be codified.
