I can see about 2/3 of the GOP members of Congress being part of a kabuki theatre. After all, they are the ones hindering the Trump agenda. That is why it's "business as usual". But to say Trump is just playing the part of the sacrificial lamb intentionally or in collaboration with the NWO does not make sense.
