ACA lawyer briefing
Just finished a briefing from the lawyers.
Some interesting points/issues/concerns.
Some bottom lines.
The Medicaid expansion by the states will happen as the first three years are paid 100% by the Federal government.
So, there is no reason for the states to not enlarge Medicaid.
The Feds do not have the funds for this, they will pay for this via the individual tax.
Even after 2017, the Feds will pay the majority of the enlargement.
With the expansion and the subsidies given to the healthcare exchanges 30 million will be added on to insurance.
The healthcare system is not ready this deluge of individuals, so service will suffer.
Additionally, reimbursement rates are being cut, so many doctors are retiring, early, or going into other businesses.
Insurance companies business models are probably not set up to handle the new system, so look for much consolidation in this business and fewer companies.
Benefit costs for us will increase by about 30%.
