In my opinion, the attitude of this administration is:
Forget the Constitution, full speed ahead with our social (socialist) agenda.
In my opinion, our President wants to rule as an emperor or king, making end runs around the legislature to implement his policies and then does not want the Supreme Court (a group of unelected officials) second guessing him by judging his decisions by the Constitution.
