If you read the article, from what I understand the GOP is talking about allowing the hearings. It's not talking of rubber stamping obama's nominee. All I've read of that is there is still significant opposition by the GOP to actually allowing a vote.

One way some say obama could make a vote occur is to nominate the current Atty General Loretta Lynch.

In an election year, the GOP would not dare oppose a nominee who is 1) black and 2) a woman.

Considering GOP history over the last 12 years I'd say this is them unfolding the white flag to be ready for waving, after the obligatory chorus of "We shall not be moved" of course.
