It created a dual citizenship. One for the State you were born in, and one in Washington DC. So we get to be under State and Federal authority as a fiction! Yeah! Grab some more chips and salsa and throw me a Coke Zero while I flex my muscles and scream at the TV when my favorite football team doesn't win!!
