What is resolution 4?

What does the UPCI need "healing" over?

Resolution 4 gives the local pastor the authority to reach his community by any means he sees fit.

In a nutshell, the UPCI passed, by a narrow margin, a resolution that allowed anyone to do anything they wanted. .... No, wait, that wasn't it.....

Oh yeah, it required everyone to own and watch a TV for 10 hours a day.

Or was it for women to shave their heads, and men to wear dresses? I forget now, sorry.
