Here's the rub: Some want Hell to be a primordial doctrine yet we can't agree on basics like the distinctions like Hades and Gehenna while some slam those who don't teach it their way.
While some use a soup of scripture to force an interpretation .,.
If there is no consensus within the Church as there appears to be for other core doctrines - what do we teach the sinner to fear, as some propose?

The fear in verse 23 is NOT reverence. It is 5401 in the Strongs Greek Dictionary. It means "to put in fear" also "alarm or fright"-be afraid+exceedingly,fear, terror.
This accurately shows the emotion experienced when one considers the fate of the lost.

I think you've misread your Strong's. The primary root is φέβομαι (phebomai) which means "to be put in fear." This is a different word and involves a different usage.
The word in verse 23 is "phobos." The antithesis of "phobos" (φόβος) is aphobōs (ἀφόβως) and is used by this same author in verse 12. Two attitudes are being contrasted. We are to "fear" as we reach out to those who lack this attitude.

With regard to "NOT reverence" - the word "phobos" is used many times in the Greek NT to describe "reverence."
Acts 2:43, where the word is "fear" in the KJV but "awe" in just about every other translation.
More examples: Acts 9:31; 2 Corinthians 7:1; Ephesians 5:21; 1 Peter 1:17, 1 Peter 3:2.

No, not at all. The entire book of Jude is given to addressing apostasy within The Church, and this includes verse 23. When dealing with those that are teaching falsely, approach them, deal with them, save them, with fear, or "With Caution". We should do this considering our own condition and not be damaged by those who have already "fallen away."
Verse 23 of Jude has nothing to do whatsoever with dealing with "The Lost."

22-23Go easy on those who hesitate in the faith. Go after those who take the wrong way. Be tender with sinners, but not soft on sin. The sin itself stinks to high heaven.
How can we be hard on sin and tender on sinners? What does this look like?
