It is works if it is used to bring salvation. We are justified through faith. We are saved by grace through faith. Salvation is a gift from God. A gift is neither earned or merited. Works are means by which one merits grace. That is what many so-called three step proponents believe.
Works which bring about salvation is unbiblical. Works because of salvation is biblical.

Let me make sure I get this right. The way to tell that someone is saved is by looking at their outward appearance? That has to be it, because we aren't God, so we can't see their heart. Wait, that can't be right. Because........................................... ..............
But the LORD said unto Samuel, Look not on his countenance, or on the height of his stature; because I have refused him: for the LORD seeth not as man seeth; for man looketh on the outward appearance, but the LORD looketh on the heart. 1 Samuel 16:7 KJV

So, what is it called when I walk across the room and step into the baptistery? That looks like, to me, that I am showing my faith by my works.
