You're probably right overall. It's a "tribal" and cultural thing. It should be evaluated in those contexts.
Leviticus 19:28 spells it out under the Law. The prohibition against "printing marks" seems to refer to "for the dead."
There were and still are some powerful tribal customs involving the intentional scarring or tattooing of oneself whenever a significant life episode had been encountered. Of course, one of the most significant episodes in life is the loss of a loved one.
