ILG, I don't have a horse in this race... but, me thinks it's is a bit more complicated. It depends much on the intent of the language at the time it was written, and whether anything has changed since that time. True, things may be best changed on the national/legistlative level before it is changed in practice, but change rarely occurs that way. Rather than immediate change in wording, it is more common that the penalties for infractions are relaxed or done away with first.
BTW I am not so sure you weren't guilty of infraction when you say,
"We didn't preach things we didn't believe....."
It could be, and is argued by some that you were under obligation to do so....
