My spirit is an "it". God said through Joel, "I will pour out my Spirit upon all flesh" and in Genesis, " My Spirit shall not always strive with man". So in that context, God 's Spirit is an it. Yet , we also know that God is Spirit. In that context the Spirit can be called "he".

I think so:
I am Peter "male"
I consisted of a body "neutral" , a spirit"neutral" and a soul "female".
If my spirit lol come to you you will say "Peters spirit is here" or just "i saw Peter"
Bat anyway the bible says "the Holy Spirit told them.." It is not a thing that speaks not a force but is God that speaks.
