mizpeh- I don't think that "thinketh no evil" in the context written stands for the idea that we should "think the best of one another, that's where we should begin and then minister as the need dictates."
My understanding in the brief time considering the issue would be that "thinketh no evil" in the context written, stands for the idea of not harboring grudges.
If we were never able to think evil of someone; there would be no need for locks, reference checks, or prisons.
Both Jesus and Paul made it very clear that all that claim to be of God are not and we should KNOW that. There are multiple, multiple Scriptures that support recognizing evil people and purpose, not disregarding it.
As but one example; Paul wrote "For I know this, that after my departing shall grevious wolves enter in
among you, (my emphasis) not sparing the flock.
Also of your own selves shall men arise, speaking perverse things, to draw away disciples after them.
Therefore,
watch and remember by the space of three years I ceased not to warn everyone night and day with tears (
Acts 20:31).
